Niger State lauds Oyetola’s life jacket distribution initiative after recent waterway incident demonstrates safety equipment effectiveness

Niger State’s Ministry of Transportation has praised the Federal Government’s waterways safety initiatives following a recent boat incident where nine passengers survived because they were wearing life jackets distributed under the Ministry of Marine and Blue Economy’s nationwide safety program.

The life-saving incident has been cited as proof of concept for Minister Adegboyega Oyetola’s ambitious distribution of 42,000 life jackets across 12 riverine states, with Niger State receiving 3,500 units in April 2025.

Commissioner for Transport, Hajia Hadiza Idris Kuta, speaking through Permanent Secretary Lucky Barau during a media visit to investigate boat accident causes, confirmed that the life jackets have been distributed to boat operators across all 17 local government areas with water transport connections.

“The recent incident in which all nine passengers survived demonstrated the effectiveness of life jackets in improving safety on Niger State’s waterways,” the Commissioner stated, highlighting the direct impact of the federal intervention.

The success story comes as the maritime sector grapples with frequent boat mishaps attributed to human error, poor equipment maintenance, and non-compliance with safety protocols. Minister Oyetola has described the trend as a “national emergency” requiring urgent collective action.

Niger State has complemented the federal initiative with local measures including the provision of eight fibre boats to replace wooden vessels in riverine communities, and plans to deploy safety marshals at jetties to enforce life jacket usage and prevent overloading.

The state government has also introduced strict enforcement measures, with passengers refusing to wear life jackets being denied boarding privileges. Overloading has been prohibited on all fibre boats provided to communities.

Looking ahead, the state is preparing to acquire water ambulances and has awarded contracts to supplement federal government contributions to maritime safety infrastructure.

The initiative operates under the framework of the Inland Waterways Transportation Regulations 2023, also known as the Waterways Transportation Code, designed to standardize operations and create a structured environment for both investment and safety compliance.

Commissioner Kuta acknowledged the collaborative efforts of NIWA Managing Director Asiwaju Bola Oyebamiji in enhancing inland waterways regulation, emphasizing the cooperative relationship between state and federal authorities in promoting waterway safety.
