Under the leadership of General Manager Oluwadamilola Emmanuel, the Lagos State Waterways Authority (LASWA) has made significant strides in promoting gender equality within its operations. The number of female staff at LASWA has grown from just four to 22, with many now occupying managerial positions, reflecting a deliberate push for diversity and inclusion in the Lagos water transport sector.

A key highlight of this transformation is the integration of young women into the LASWA Marine Guards Corps, a unit previously dominated by men. This move not only challenges traditional gender roles but also underscores LASWA’s commitment to equal opportunities across all operational areas.

The active participation of women within the agency has contributed to improvements in service delivery, operational efficiency, and overall organizational growth. Beyond increasing female representation, LASWA has also implemented initiatives to foster a safe and respectful workplace.

In February 2025, the Lagos State Domestic and Sexual Violence Agency (DSVA), in collaboration with LASWA, held an enlightenment session aimed at preventing domestic and sexual abuse in the workplace, encouraging staff to report misconduct and uphold workplace dignity.

These efforts align with broader initiatives aimed at enhancing gender balance and inclusion across various sectors. By championing gender equality and fostering an inclusive work environment, Emmanuel has set a strong precedent for other agencies in Lagos, demonstrating leadership that is both progressive and impactful.
