Niger State Intensifies Crackdown on Life Jacket Violations: Arrest and Prosecution Await Defaulting Boat Operators
The Niger State Government has escalated its enforcement of waterway safety regulations by announcing immediate sanctions and prosecution for boat operators who violate mandatory life jacket requirements, following a tragic boat mishap in Zumba that claimed multiple lives.
The Niger State government has vowed to commence sanctioning and prosecuting boat operators who refuse to adhere to the usage of life jackets on their boats. This announcement was made by the State Commissioner of Transport, Hajiya Hadiza Idris Kuta, during an official condolence visit to Guni in Munya Local Government Area.
The timing of this enforcement drive comes amid growing concerns over recurring boat mishaps across Niger State’s extensive waterway network, which serves 17 local government areas connected by water transportation.
She revealed that her Ministry provided 150 life jackets to Guni boat operators before the incident and expressed dismay as to why the passengers who lost their lives in the mishap refused to use the safety equipment provided by the government.
This revelation highlights a critical gap between government efforts to enhance waterway safety and actual compliance by boat operators and passengers. The life jackets donated to the State have been distributed to all boat operators in the 17 Local Government Areas connected by water in the State.
The enforcement comes after the Federal Government’s distribution of life jackets has begun showing positive results. Oyetola distributed 3,500 life jackets to waterways users in Niger State on 29th April 2025, while officially flagging off the distribution of 42,000 life jackets to waterway users across 12 selected riverine states in the country.
Passengers were saved during a boat mishap recently in the State, especially those who put on life jackets. This successful rescue operation demonstrates the life-saving potential of proper safety equipment usage.
The state government’s action aligns with the National Inland Waterways Authority’s (NIWA) renewed enforcement campaign. National Inland Waterways Authority, NIWA, Niger-Kwara Area Office on Saturday commenced enforcement of life jacket use for passengers boarding boats across its waterways.
She, however, concluded that the government would start enforcing standards by arresting and prosecuting boat operators who go against the NIWA waterways codes.
The enforcement initiative reflects the broader commitment of Governor Umaru Bago’s administration to riverine transportation safety. This is even as it has vowed to commence sanctioning and prosecution of Boat operators who refused to adhere to the usage of life jackets.
“The state government has shared some life jackets with the operators before the federal government came. Also, contracts have been awarded to supplement what the federal government did. The governor has also provided fibre boats to replace the wooden boats.
The enforcement action is expected to significantly impact the thousands of residents who depend on boat transportation across Niger State’s waterways. With multiple recent mishaps claiming lives, the government’s zero-tolerance approach signals a new era of safety consciousness in the state’s water transportation sector.
The sanctions will likely include arrests, prosecutions, and potential suspension of operating licenses for non-compliant operators, though specific penalty details are yet to be announced by the Transport Ministry.
As Niger State moves to implement these stringent measures, boat operators and passengers are advised to strictly adhere to life jacket requirements to avoid legal consequences and, more importantly, to protect lives on the waterways. The success of this enforcement drive could serve as a model for other riverine states across Nigeria.

The award was presented before an assembly of senior stakeholders from Nigeria’s transport, ports, and blue economy sectors, with organisers citing Onigbinde’s consistency in industry reporting, his in-depth policy coverage, and his sustained commitment to advancing informed public conversation on Nigeria’s maritime development.
This year’s lecture, themed “Intermodal Transportation Safety in Nigeria: Prospects, Challenges and Contributions to National Growth,” drew policymakers, regulators, transport operators, and media professionals. Former Federal Road Safety Corps (FRSC) Corps Marshal Boboye Oyeyemi delivered the keynote, focusing on safety improvements across all modes of transport in Nigeria.

The Deputy Speaker of the Lagos State House of Assembly, Rt. Hon. Mojisola Lasbat Meranda, has pledged her support for the 8th WISTA Africa Regional Conference and confirmed she will personally attend the continental maritime event, billed to take place in Lagos later this month.
Meranda gave the commitment when she received a delegation of the Women’s International Shipping and Trading Association (WISTA) Nigeria, led by its President, Dr. Odunayo Ani, during a courtesy visit to her office. The visit formed part of WISTA Nigeria’s pre-conference stakeholder outreach, targeting key institutional and legislative voices ahead of the gathering expected to draw policymakers, maritime regulators, industry operators, development partners, academics and professionals from across Africa.
Ani formally invited the Deputy Speaker and women across Lagos State to participate in the conference, scheduled for June 25 and 26, 2026, at Eko Hotel and Suites, Victoria Island, Lagos. She said the event, themed “From Policy to Implementation: Women Advancing Africa’s Blue Economy through Sustainable Shipping, Trade and Energy Innovation,” would focus on translating high-level policy commitments into concrete, sector-wide action.
The WISTA Nigeria president underscored Lagos’s pivotal role in Africa’s maritime economy, arguing that the visible participation of women leaders from the state would lend significant weight to ongoing advocacy for broader female representation in maritime decision-making, innovation, and economic governance.

“The support and participation of women leaders in Lagos State will enrich discussions and help advance the drive for greater female representation and inclusion across Africa’s maritime and blue economy sectors,” Ani said.
She also called on the Lagos State House of Assembly to mobilise women across the state for the conference, describing it as a rare platform for shaping a more inclusive and equitable future for Africa’s blue economy.
Responding warmly, Meranda commended WISTA Nigeria’s consistent contributions to championing women in the maritime industry and reaffirmed her longstanding relationship with the association. Nigeria has stepped onto the global stage to assert its maritime ambitions, with the Minister of State for Foreign Affairs, Ambassador Sola Enikanolaiye, representing President Bola Tinubu at the Our Ocean Conference currently holding in Mombasa, Kenya.
The three-day summit, running from June 16 to 18, convenes heads of state, ministers, investors, environmental advocates, policymakers and civil society leaders to advance concrete solutions for protecting the world’s oceans while unlocking their economic potential. Since its founding in 2014, the conference has built a reputation as one of the world’s most outcome-driven environmental forums, with a strong record of converting pledges into verifiable action.
This year’s edition places Africa’s blue economy at the centre of deliberations, acknowledging its role in sustaining more than 50 million livelihoods across the continent’s 38 coastal nations. Key discussions are focused on persistent threats to marine ecosystems — illegal, unreported and unregulated (IUU) fishing, plastic pollution, rising ocean temperatures and the urgent need for expanded marine protected areas.
Nigeria is expected to use the platform to articulate its position as West Africa’s foremost maritime nation, drawing attention to ongoing efforts to develop its blue economy framework, reinforce maritime security architecture in the Gulf of Guinea, and improve ocean health across its coastline and exclusive economic zone (EEZ). NIMASA’s ongoing efforts to modernise Nigeria’s maritime regulatory environment and the NPA’s port expansion programme are relevant foundations, but without coordinated blue economy legislation and dedicated funding mechanisms, Nigeria risks being a spectator at forums that are reshaping the global maritime investment landscape.
