NEPZA, NDLEA Forge Strategic Alliance to Boost Free Trade Zone Operations
Enhanced collaboration aims to streamline maritime trade processes while maintaining security standards
The Nigeria Export Processing Zones Authority (NEPZA) and the National Drug Law Enforcement Agency (NDLEA) have moved to strengthen their operational partnership, a development that promises significant benefits for Nigeria’s maritime trade sector and port operations.
The collaboration, discussed during a high-level meeting between Dr Olufemi Ogunyemi, NEPZA’s Managing Director/CEO, and retired General Buba Marwa, NDLEA’s Chairman/CEO, in Abuja on Monday, addresses critical concerns affecting cargo processing efficiency at the nation’s Free Trade Zones.
Dr Ogunyemi highlighted ongoing challenges where certain NDLEA officers have been insisting on inspecting all containers bound for specific Free Trade Zones, a practice that could significantly impact port efficiency and maritime trade flow. Such blanket inspection protocols risk undermining the Federal Government’s strategic one-stop-shop framework, designed to enhance Nigeria’s competitiveness in international maritime commerce.
“The one-stop-shop model is crucial for attracting shipping lines and maritime investors to Nigerian ports,” Ogunyemi emphasized, noting that streamlined processes are essential for positioning the country as a preferred maritime trade destination in West Africa.
With over 30 years of experience in licensing, monitoring, and regulating investments in Nigeria’s Free Trade Zones, NEPZA has been instrumental in facilitating maritime trade growth. The Authority’s role in managing waterfront facilities and port-adjacent trade zones makes this collaboration particularly significant for the maritime industry.
Under the existing NEPZA Act, the Authority maintains the prerogative to invite NDLEA for joint inspections only when reasonable suspicion exists, ensuring that legitimate maritime cargo moves efficiently through the system while maintaining security standards.
General Marwa reaffirmed NDLEA’s commitment to supporting smooth maritime operations while maintaining the integrity of Nigeria’s coastal trade zones. The collaboration ensures that drug interdiction efforts do not unnecessarily impede legitimate maritime commerce, a balance crucial for maintaining Nigeria’s position in regional shipping networks.
“Both agencies must work together to protect the integrity of our maritime trade corridors while ensuring efficient cargo processing,” Marwa stated, acknowledging the critical role of Free Trade Zone operations in Nigeria’s maritime economy.
The partnership aligns with the Federal Government’s Renewed Hope Agenda, which emphasizes inter-agency cooperation to boost Nigeria’s maritime competitiveness. This collaboration is expected to enhance the efficiency of cargo clearance processes at major ports, potentially reducing vessel turnaround times and making Nigerian ports more attractive to international shipping lines.
The strengthened partnership between NEPZA and NDLEA represents a significant step toward optimizing Nigeria’s maritime trade infrastructure, ensuring that security measures complement rather than hinder the country’s growing role in West African maritime commerce.
